(CONSULTING SERVICES – FIRMS SELECTION)

“Technical Supervision over Rehabilitation/Construction of On-farm Irrigation Networks of Service Areas of Araks, Armavir, Merdzapnya, Masis, Azat, Artashat, Vedi, Ararat, Musaler, Vagarshapat, Khoy, Aknalich, Sevjur-Akhtamar, Shenik, Kasakh, Ashtarak, Parpi, Amberd, Shamiram, Talin, Garni-Geghard, Jrvej-Dzorakhbyur, Nairi, Yeghvard, Hrazdan-Jur, Martuni and Meghri WUAs”, Ref# ISMP/QCBS/SW–19/001

The Republic of Armenia has received financing from the Eurasian Fund for Stabilization and Development (Anti-Crisis Fund) toward the cost of the Irrigation System Modernization Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) comprise technical supervision and quality control over construction/rehabilitation of on-farm irrigation systems (tertiary canals) in 105 communities of Ararat, Armavir, Kotayk, Aragatsotn, Gegharkunik and Syunik Marzes (Provinces). The extremely emergency and emergency sections of the on-farm irrigation networks with the total length of 259.3km located within the service areas of 27 Water Users Associations (WUAs) will be rehabilitated/ reconstructed.

The Consultant will also be responsible for ensuring the civil works’ compliance with the World Bank’s environmental and social safeguards policies, as well as the project’s Environmental and Social Management Framework (ESMF), Environmental and Social Checklist (IR Checklist) and Environmental and Social Management Plan (ESMP) included in the Checklist, the Monitoring Plan (MP) and Resettlement Policy Framework (if applicable at the construction phase of the project).

The construction of on-farm irrigation systems will be implemented through 3 construction packages:

Package 1. “Rehabilitation of on-farm irrigation systems of the service areas of Araks, Armavir, Merdzapnya, Musaler, Vagarshapat, Khoy and Megri WUAs” (International Competitive Bidding, Ref#ISMP/ICB/CW-19/001). The rehabilitation of canals of Package 1 will be implemented through the following 2 lots:

Lot 1. Rehabilitation of 21.6km on-farm irrigation systems of 12 villages of Armavir Marz located within the service area of Araks, Armavir and Merdzapnya WUAs. The following works will be implemented under this lot:

  • construction of canals by pre-cast reinforced-concrete flumes LR-80, total length 1847m;
  • construction of canals by pre-cast reinforced-concrete flumes LR-60, total length 8767;
  • construction of canals by pre-cast reinforced-concrete flumes LR-40, total length 10591m;
  • construction of a pipeline by polyethylene pipes D400mm, total length 428m.

Lot 2. Rehabilitation of 49.5km on-farm irrigation systems of 15 villages of Armavir and Syunik Marzes located within the service area of Musaler, Vagharshapat, Khoy and Megri WUAs. The following works will be implemented under this lot:

  • construction of canals by pre-cast reinforced-concrete flumes LR-80, total length 4183m;
  • construction of canals by pre-cast reinforced-concrete flumes LR-60, total length 3076m;
  • construction of canals by pre-cast reinforced-concrete flumes LR-40, total length 24674m;
  • construction of a pipeline by steel pipes D920mm, total length 58m;
  • construction of a pipeline by steel pipes D426mm, total length 508m;
  • construction of a pipeline by steel pipes D325mm, total length 320m;
  • construction of a pipeline by steel pipes D270mm, total length 1380m;
  • construction of a pipeline by steel pipes D219mm, total length 227m;
  • construction of a pipeline by steel pipes D159mm, total length 7907m;
  • construction of a pipeline by steel pipes D100mm, total length 5973m;
  • construction of a pipeline by steel pipes D76mm, total length 643m;
  • construction of a pipeline by polyethylene pipes D180mm, total length 365m;
  • construction of a pipeline by polyethylene pipes D125mm, total length 137m.

Package 2. “Rehabilitation of on-farm irrigation systems of the service areas of Artashat, Vedi, Ararat, Garni-Geghard, Djrvezh-Dzorakhpyur, Nairi, Yegvard, Razdan-Djur and Martuni WUAs” (International Competitive Bidding, Ref#ISMP/ICB/CW-19/002). The rehabilitation of canals of Package 2 will be implemented through the following 2 lots:

Lot 1. “Rehabilitation of 39.2km on-farm irrigation systems of 18 villages of Ararat Marz located within the service areas of Artashat, Vedi and Ararat. The following works will be implemented under this lot:

  • construction of canals by pre-cast reinforced-concrete flumes LR-80, total length 1050m;
  • construction of canals by pre-cast reinforced-concrete flumes LR-60, total length 3070m;
  • construction of canals by pre-cast reinforced-concrete flumes LR-40, total length 32311m;
  • construction of a pipeline by steel pipes D530mm, total length 880m;
  • construction of a pipeline by polyethylene pipes D315mm, total length 1400m;
  • construction of a pipeline by polyethylene pipes D280mm, total length 506m.

Lot 2. “Rehabilitation of 51.5km on-farm irrigation systems of 18 villages of Kotayk and Gegarkunik Marzes located within the service areas of Garni-Geghard, Djrvezh-Dzorakhpyur, Nairi, Yegvard, Razdan-Djur and Martuni WUAs. The following works will be implemented under this lot:

  • rehabilitation of trapezoidal canal by monolithic concrete, total length 2818m;
  • rehabilitation of rectangular canal by monolithic concrete, total length 1945m;
  • construction of canals by pre-cast reinforced-concrete flumes LR-60, total length 3096m;
  • construction of canals by pre-cast reinforced-concrete flumes LR-40, total length 11311m;
  • construction of a pipeline by steel pipes D426mm, total length 2600m;
  • construction of a pipeline by steel pipes D325mm, total length 1335m;
  • construction of a pipeline by steel pipes D219mm, total length 3947m;
  • construction of a pipeline by steel pipes D159mm, total length 4902m;
  • construction of a pipeline by steel pipes D125mm, total length 1534m;
  • construction of a pipeline by polyethylene pipes D400-315mm, total length 7728m;
  • construction of a pipeline by polyethylene pipes D160-250mm, total length 6819m;
  • construction of a pipeline by polyethylene pipes D80-140mm, total length 3443m.

Package 3. “Rehabilitation of on-farm irrigation systems of the service areas of Masis, Azat, Aknalich, Sevjur-Akhtamar, Shenik, Kassakh, Ashtarak, Parpi, Amberd, Shamiram and Talin WUAs” (International Competitive Bidding, Ref#ISMP/ICB/CW-19/003). The rehabilitation of canals of Package 3 will be implemented through the following 2 lots:

Lot 1. Rehabilitation of 38.7km on-farm irrigation systems of 13 villages of Ararat Marz, located within the service areas of Masis and Azat WUAs. The following works will be implemented under this lot:

  • construction of canals by pre-cast reinforced-concrete flumes LR-80, total length 1133m;
  • construction of canals by pre-cast reinforced-concrete flumes LR-60, total length 5942m;
  • construction of canals by pre-cast reinforced-concrete flumes LR-40, total length 29063m;
  • construction of a pipeline by steel pipes D530mm, total length 53m;
  • construction of a pipeline by steel pipes D426mm, total length 2025m;
  • construction of a pipeline by polyethylene steel pipes D200mm, total length 493m.

Lot 2. Rehabilitation of 58.6km on-farm irrigation systems of 27 villages of Armavir and Aragatsotn Marzes located within the service areas of Aknalich, Sevjur-Akhtamar, Shenik, Kassakh, Ashtarak, Parpi, Amberd, Shamiram and Talin WUAs. The following works will be implemented under this lot:

  • construction of canals by pre-cast reinforced-concrete flumes LR-60, total length 1358m;
  • construction of canals by pre-cast reinforced-concrete flumes LR-40, total length 33497m;
  • rehabilitation of of canals by pre-cast reinforced-concrete blocks L-15 (241 items), total length 2783m;
  • rehabilitation of a trapezoidal canal by monolithic concrete, total length 2043m;
  • rehabilitation of canals by arrangement of monolithic concrete bottom over the total length of 1431m;
  • rehabilitation earth bed of the canal over the total length of 1237m;
  • construction of a pipeline by steel pipes D1200mm, total length 60m;
  • construction of a pipeline by steel pipes D530mm, total length 402m;
  • construction of a pipeline by steel pipes D426mm, total length 408m;
  • construction of a pipeline by steel pipes D377mm, total length 180m;
  • construction of a pipeline by steel pipes D325mm, total length 1020m;
  • construction of a pipeline by steel pipes D273mm, total length 504m;
  • construction of a pipeline by steel pipes D219mm, total length 2197m;
  • construction of a pipeline by steel pipes D150mm, total length 674m;
  • construction of a pipeline by steel pipes D100mm, total length 2239m;
  • construction of a pipeline by polyethylene pipes D350-400mm, total length 2412m;
  • construction of a pipeline by polyethylene pipes D160-280mm, total length 3020m;
  • construction of a pipeline by polyethylene pipes D110-125mm, total length 3177m.

The duration of each package is 17 calendar months including vegetation period (a technical break will be arranged with the Contractors during vegetation period, when civil works will be impossible).

It is expected that consultancy services will start in February 2020.

The “Water Sector Projects Implementation Unit” State Agency (“Client”) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services (brochures, descriptions of similar assignments, experience in similar conditions, availability of technical resources to do the work, general qualifications and number of the key staff (CVs are not required), etc.).

The shortlisting criteria are:

(i)     Firm’s general experience (core business and years in business),

(ii)   Firm’s experience in the field of the assignment (number of years in the sector and similar assignments implemented in the last 10 years),

(iii) Technical and managerial capacities of the firm (managerial and organizational structure, office equipment, etc.), and

(iv) Firm’s regional experience (Armenia/CIS countries).

The attention of the interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011, revised as July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

The Consultants may associate with other firms in the form of a Joint Venture (JV) or a Sub-consultancy to enhance their qualifications (please clearly state the status of association, e.g. JV or Sub-consultancy). In the case of a JV, the following documents are required: (i) a power of attorney for the authorized representative of each JV member, (ii) a power of attorney for the representative of the lead member to represent all JV members, and (iii) a “Letter of Intent” or a copy of an existing agreement. In case of contract award, each member will be jointly and severally liable to the Client for all the Consultant’s obligations under this Contract.

The Consultant will be selected in accordance with the Quality-and Cost-Based Selection (QCBS) method set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011, revised as July 2014 (“Consultant Guidelines”) and in accordance with the Procurement policy for EFSD-funded projects.
