Assignment Title: Procurement of consulting services for project implementation (consulting engineer’s services)

In accordance with Agreement #5 on providing investment loan with resources of the Eurasian Fund for Stabilization and Development, dated 28 February 2017, signed between the Kyrgyz Republic and the Eurasian Development Bank – the Resources Manager of the Eurasian Fund for Stabilization and Development (hereinafter – the EFSD), the Kyrgyz Republic received the Investment Loan in the amount of US$ 110 million to finance the “Start-up of Second Generator Unit of Kambarata HPP-2” Project (hereinafter - the Project), including the employment of the consulting engineer for project implementation (hereinafter - the Consultant). The Ministry of Finance of the Kyrgyz Republic is the recipient of the EFSD Investment Loan. OJSC Electric Power Plants is the End Recipient.

The Consultant will be responsible for providing assistance to the Project Implementation Unit (hereinafter - the PIU) - OJSC Electric Power Plants (hereinafter - EPP) in implementation of the Project.

The Consultant’s services shall include: assistance in preparing tender documentation and conducting competitive selection of the project contractor (including preparation of clarifications to participating firms, evaluation of proposals, participation in contract negotiations, preparation of contract for signing); supervision of design, manufacturing and testing of equipment, delivery of equipment, materials and spare parts, construction and installation works, commissioning and testing, starting up of the second generator unit of Kambarata HPP-2 and SWYD 500 kV; monitoring of the environmental impact and the contractor's occupational health and safety plans; monitoring of the project implementation plan; submission of regular reports to EPP; provision of training, if necessary, for the EPP staff (hereinafter - the Services).

The contract implementation period is 54 months from the date of contract signing, provided that the commissioning of the second generator unit of Kambarata HPP-2 is completed, approximately from February 2020 to August 2024.

EPP hereby invites companies and organizations providing services in the field of engineering consulting to express their interest in providing the Services (hereinafter - the Selection). Interested companies and organizations shall provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The short-listing criteria are:

A. Eligibility (availability of appropriate licenses, certificates and other documents of the organization related to the subject of the Selection; bona fide contractor; fairness in tax and other obligatory payments, no danger of bankruptcy and liquidation, etc.). Consortiums and associations, in addition to the above, shall also provide a protocol of intent for the purposes of the assignment.

B. Qualifications necessary to perform the Services.

C. Similar experience (description of similar assignments performed during the last 10 (ten) years, including in the Central Asia Region, as well as policies and procedures of international organizations and banks used during the implementation of contracts).

D. Availability and competence of the main personnel (organization structure, number and specialization of the main personnel).

The attention of candidates is drawn to paragraph 1.9 of the Guidelines for Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers (January 2011, revised July 2014) (hereinafter - the Guidelines) and the Procurement Policy for the EFCD-financed Projects (November 2018) setting forth the policy on conflict of interest and eligibility.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

The consulting firms will be selected under Quality- and Cost-Based Selection method as described in Section II of the Guidelines.
