CACPEF will bring together the capital, experience and business networks of institutional investors from China, the Middle East and Central Asia. Drawing on their respective strengths in international investment, local markets and comprehensive financial services, the fund will help companies in the region access its partners’ industry expertise, technology and market resources, expand opportunities for regional investment cooperation and promote sustainable economic development.
EDB commentary
EDB’s participation in the CACPEF initiative supports the Bank’s 2027–2031 Strategy, which prioritises attracting international capital to its member countries, including through specialised funds.
“Companies in Central Asia and the Caucasus need long-term capital to expand their businesses and enter new markets. Working with partners from China, Oman, Uzbekistan and Türkiye will enable us to combine international investment capabilities with our knowledge of the region. For EDB, helping to develop the fund is one way to bring additional capital into our member countries’ economies and support the growth of regional companies,” said Daniyar Imangaliyev, Deputy Chairman of the Management Board of EDB.
e initiative forms part of EDB’s broader efforts to expand partnerships in China and the Middle East. On 6 October 2026, EDB and Oman’s Ministry of Finance signed an agreement on the terms of the Bank’s presence in the Sultanate, marking the first step towards Oman’s accession to EDB. The Bank also maintains a representative office at Abu Dhabi Global Market (ADGM) and issued its debut Dim Sum bonds in Hong Kong in October 2026.
