EDB to Support the Modernization of the Central Depository of the Kyrgyz Republic

The Eurasian Development Bank (EDB), the Central Depository CJSC, and the Russian-Kyrgyz Development Fund (RKDF) have signed a Technical Assistance Agreement to support the modernization of the accounting system of the Central Depository of the Kyrgyz Republic.

The project marks another milestone in the modernization of Kyrgyzstan’s capital market infrastructure, following the successful upgrade of the Kyrgyz Stock Exchange’s IT infrastructure with the support of the EDB and the RKDF. The new technical assistance project will focus on the further development of the Central Depository, a key market institution responsible for maintaining securities ownership records and ensuring the reliability of the capital market’s post-trade infrastructure.

The modernization is envisaged as part of the capital market reform currently being implemented in the Kyrgyz Republic. The project will upgrade the Central Depository’s accounting system and IT infrastructure, introduce electronic document management with all professional securities market participants, and enable the real-time exchange of securities transaction data.

The project also provides for the integration of the depository system with the Kyrgyz Stock Exchange and other record-keeping platforms, the enhancement of business processes and the regulatory framework, capacity building for specialists, and comprehensive technical and legal support throughout project implementation.

The project will enhance efficiency of Kyrgyzstan’s securities market, reduce transaction processing and settlement times, mitigate operational risks, and establish a modern digital infrastructure for the recording and safekeeping of financial instruments. It will also help strengthen investor confidence and further enhance the country’s investment attractiveness.
