EDB and Integrity Logistics to Build Class "A" Transport and Logistics Center in Alatau
Almaty, July 16, 2026. — The Eurasian Development Bank (EDB) and Integrity Logistics Ltd. have signed a Memorandum of Intent and Cooperation to prepare and implement an investment project for the construction of a Class "A" transport and logistics complex in the city of Alatau (Almaty Region, Republic of Kazakhstan).
The document formalizes the parties' intentions to jointly prepare and implement the project, which will become an important part of the region's logistics infrastructure.
About the Project
The project envisages the construction of a Class "A" transport and logistics complex with a total area of approximately 150,000 sq. m on a land plot of approximately 30 hectares in the special industrial zone "Birlik" in Alatau. The estimated capital expenditure is approximately $100 million (excluding the cost of the land plot). The estimated construction period is about 12 months after the start of construction and installation works.
The complex will include warehousing facilities, customs clearance areas, temporary storage warehouses and bonded warehouses, as well as infrastructure for fulfillment and distribution of goods. The facility will serve e-commerce operators and retailers, provide 3PL logistics services, and consolidate and distribute cargo along the Trans-Caspian International Transport Route (Middle Corridor).
Under the Memorandum, the EDB intends to consider providing project financing and equity participation in the project company, as well as providing grant financing for a marketing study (Market Study) — an analysis of the warehouse real estate market, assessment of demand, competitive environment and commercial viability of the project.
Project Rationale
Alatau is a city with a special status as a city of advanced development (Decree of the President of the Republic of Kazakhstan No. 1015 of September 26, 2025), located approximately 47 km north of Almaty on the axis of the Almaty — Konayev corridor. The city is being developed as a transport and logistics hub of national importance: an international airport and a dry port for multimodal cargo are planned in its western part.
The project is integrated into this hub and into the route of the Trans-Caspian International Transport Route (Middle Corridor), whose freight traffic grew to 4.7 million tons in 2025. The special industrial zone offers residents tax incentives and a free customs zone regime, which strengthens the project's economics.

The project is being implemented as part of the EDB's mega-project "Eurasian Agri-Products Distribution System" (EADS), which provides for the creation of modern logistics infrastructure in the Bank's member states to reduce supply chain costs and develop the region's transit potential.
