EDB and the State Development Bank of the Kyrgyz Republic Agree on a Strategic Partnership

Bishkek, August 7, 2026

The Eurasian Development Bank (EDB) and the State Development Bank of the Kyrgyz Republic have signed a Memorandum of Understanding on cooperation. Under the agreement, the parties intend to combine their expertise and capabilities to develop and implement projects that contribute to economic modernization, infrastructure development, support for entrepreneurship, and investment attraction.

The Memorandum was signed by Alexey Skatin, Deputy Chairman of the Management Board of the Eurasian Development Bank (EDB), and Emil Takyrbashev, Chairman of the Management Board of the State Development Bank of the Kyrgyz Republic.

Alexey Skatin, Deputy Chairman of the Management Board of the Eurasian Development Bank, commented:

"Cooperation with national development institutions is one of the EDB’s strategic priorities. The Memorandum with the State Development Bank of the Kyrgyz Republic provides a framework for the joint preparation and implementation of projects that promote sustainable economic growth, attract investment, and improve quality of life."

The cooperation is aimed at expanding access to long-term financing, mobilizing investment in priority sectors of the economy, and strengthening development institutions.

The Eurasian Development Bank (EDB) is a multilateral development bank investing in Eurasia. For 20 years, the Bank has worked to strengthen and expand economic ties and foster comprehensive development in its member countries. By the end of December 2025, the EDB’s cumulative portfolio comprised 348 projects with a total investment of US $22,1 billion. Its portfolio consists principally of projects with an integration effect in transport infrastructure, digital systems, green energy, agriculture, manufacturing and mechanical engineering. The EDB is implementing three mega-projects as part of its 2022–2026 Strategy: the Eurasian Transport Network, the Eurasian Agricultural Goods Distribution System and the Central Asian Water and Energy Complex.
