EDB places debut Dim Sum bond issue in Hong Kong – Eurasian Development Bank

EDB places debut Dim Sum bond issue in Hong Kong

On 12 October 2026, The Eurasian Development Bank (EDB) has launched its debut inaugural Dim Sum bond issue in the offshore RMB bond market of Hong Kong, marking a milestone transaction in the Bank’s expansion into Asian capital markets.

EDB has placed 3-year senior unsecured CNH630 million bond issue listed on Hong Kong Stock Exchange under its new USD3.5 billion MTN Programme. The oversubscription was more than 2.5 times and final fixed coupon rate of 3.9%.

The bond issue is rated Ag by the Hong Kong-based China Chengxin (Asia Pacific) Credit Ratings Company Limited (CCXAP).

Joint Global Coordinators of EDB’s debut Dim Sum bond issue are leading Chinese investment banks: China Galaxy International, China International Capital Corporation (CICC), CITIC Securities, while Joint Bookrunners include Fosun International Securities and Orient Securities (Hong Kong).

The transaction attracted interest both from investors in Asia and EMEA region, providing EDB with access to a new source of renminbi liquidity along with existing credit lines from Chinese banks.

The net proceeds from the issue will be used to finance the Kazakhstan–China border crossing and railway line, as well as other projects in Kazakhstan involving Chinese participation, including Chinese contractors, suppliers, investors, sponsors or co-founders.

Nikolai Podguzov, Chairman of the Management Board of the Eurasian Development Bank states:

“This inaugural Dim Sum transaction represents an important milestone for EDB. It strengthens our access to Asian debt capital market, broadens our international investor base and creates an additional source of renminbi funding for projects supporting economic connectivity and cooperation between Eurasia and China, including Belt and Road Initiative.”

In August 2026, the China Chengxin rating group assigned the EDB investment-grade credit ratings: Hong Kong-based CCXAP assigned the Bank a first-time long-term rating of Ag with a stable outlook, while leading Chinese agency CCXI upgraded the rating to Ag from A-g on the global scale and affirmed AAA on the national scale.

The completed transaction demonstrates EDB’s continued commitment to diversifying its funding sources and currencies while strengthening financial connectivity between Eurasia and Asian capital markets.
