Clear rules for investment: EDB and Kazakhstan Public-Private Partnership Center present White Paper on the PPP market

Kazakhstan

The Eurasian Development Bank (EDB), together with the Kazakhstan Public-Private Partnership Center, has presented a country review, “White Paper on Public-Private Partnerships in the Republic of Kazakhstan.” The publication provides not only quantitative data on the PPP market, including its sectoral structure and growth dynamics — with around 1,300 projects worth a total of KZT 3.6 trillion at the time of publication — but also an assessment of its qualitative development.

Kazakhstan is completing the formation of the basic PPP framework and moving towards a more mature PPP model. This transition calls for new approaches to regulation, project management and capacity building.

Svetlana Maslova, Director of PPP Projects at the EDB:

“For an investor, entering the PPP market starts not with a specific project, but with assessing how clear and stable the rules are, who is responsible for project preparation and support, which PPP models are available, how risks are allocated, and what forms of government support can be used. The White Paper addresses these key questions.

The White Paper looks at the PPP system through the lens of the investment process, rather than simply as a collection of projects. It helps explain why the market developed along this particular trajectory, which decisions and mechanisms shaped its current structure, what lessons have been learned, and what needs to be taken into account at the next stage.”

Aidos Kobеtov, First Deputy Chairman of the Management Board of the Kazakhstan Public-Private Partnership Center:

“The White Paper looks at the PPP system through the lens of the investment process, rather than simply as a collection of projects. It helps explain why the market developed along this particular trajectory, which decisions and mechanisms shaped its current structure, what lessons have been learned, and what needs to be taken into account at the next stage.”

The preparation of the White Paper on PPPs is part of an EDB Technical Assistance Fund project aimed at strengthening the institutional environment for PPPs in the Republic of Kazakhstan. The project is being implemented in partnership with the Kazakhstan Public-Private Partnership Center and Gumilyov Eurasian National University.

Under the project, the EDB Technical Assistance Fund has also financed PPP training programmes, including “PPP Reset” and “Effective Preparation of Tender Documentation for PPP Projects: Modern Standards and Legislative Changes.” To date, nine training sessions have been delivered for 99 participants from Almaty, Karaganda, Aktobe, Zhetisu, Abai and other regions of Kazakhstan.

Another component of the project is the modernisation of the Public-Private Partnership course at Gumilyov Eurasian National University, taking into account the reforms underway in Kazakhstan, international standards and the EDB’s experience in financing PPP projects.

The total value of the EDB Technical Assistance Fund project is US $160,000. Its approach draws on the EDB’s experience in strengthening the institutional environment and developing PPP capacity across the region. The Bank has successfully implemented similar technical assistance projects in Armenia, Tajikistan and Kyrgyzstan, adapting international best practices to the specific conditions of its member countries.
