Kazakhstan has commissioned the national water resources information system QazSu, developed with a grant from the Digital Initiatives Fund of the Eurasian Development Bank (EDB). The system comprises 15 modules that digitize water resource management and control processes and provide the technological foundation for more efficient management of the country’s water resources.
As part of the Digital Bridge 2026 international technology forum in Astana, Dauren Rakhimzhanov, Managing Director of the Digital Initiatives Fund of the Eurasian Development Bank (EDB), and Aslan Abdraimov, Vice Minister of Water Resources and Irrigation of the Republic of Kazakhstan, met to review the results of the project to develop the QazSu system.
“Digitalising water resource management is essential to improving the efficiency and quality of decision-making. The development and commissioning of the QazSu system provide a technological foundation for more systematic water resource management and improve access to data for government authorities. For the EDB Digital Initiatives Fund, this project demonstrates how digital solutions can address sustainable development challenges,” said Dauren Rakhimzhanov, Managing Director of the EDB Digital Initiatives Fund.
The implementation of the system will:
- improve the efficiency of water resource management at the national, regional and local levels;
- strengthen state control and protection of the water fund of the Republic of Kazakhstan, as well as monitoring of the sanitary, hygienic and environmental condition of water bodies and hydraulic structures;
- digitalise data collection, processing and analysis to support management decision-making;
- enhance the quality of information and analytical support for government policy on the use and protection of the water fund, water sector development and land reclamation;
- promote the rational and environmentally sustainable use of water resources.
The QazSu project builds on the EDB’s ongoing efforts to digitalise Kazakhstan’s water sector. Earlier, with EDB support, the parties announced plans to establish a regional centre for modern irrigation in Turkistan — the Water Management School. The centre will train specialists, promote the adoption of modern irrigation technologies and share best practices in efficient water resource management. Digital solutions help create the conditions for more efficient and sustainable water resource management.
The EDB Fund for Digital Initiatives was established in June 2020. Its objective is to assist the EDB member states in creating digital transformation tools and practices by integrating their information resources and participating in the development and financing of projects. The Fund’s flagship project is the COVID-19-Free Travel mobile app used in nine CIS countries.
The Eurasian Development Bank (EDB) is a multilateral development bank investing in Eurasia. For 20 years, the EDB has worked to strengthen and expand economic ties and foster comprehensive development in its member countries. By the end of June 2026, the EDB’s cumulative portfolio comprised 348 projects with a total investment of US$22.1 billion. Its portfolio consists principally of projects with an integration effect in transport infrastructure, digital systems, green energy, agriculture, manufacturing and mechanical engineering. The Bank adheres to the UN Sustainable Development Goals and ESG principles.
The EDB is implementing three mega-projects as part of its 2022–2026 Strategy: the Eurasian Transport Network, the Eurasian Agricultural Goods Distribution System and the Central Asian Water and Energy Complex.
