The EDB to extend a grant of US $1 million from the EFSD resources to the Republic of Armenia

Yerevan, 3 August 2018. The Eurasian Development Bank (EDB), the Resources Manager of the Eurasian Fund for Stabilization and Development (EFSD, the Fund), and the Republic of Armenia have signed a Grant Agreement of US $1 million to be provided from the EFSD resources to support the Project “Improving Prevention and Control of Noncommunicable Diseases in Primary Health Care”. Andrey Beliyaninov, Chairman of the EDB Management Board, and Vardan Aramyan, Minister of Finance of the Republic of Armenia, signed the relevant document in April 2018. 

The Project is aimed at improving the techniques of prevention, early detection and treatment of noncommunicable diseases in primary health care settings and will be implemented in three regions of the Republic of Armenia with the highest poverty rates – Lori Marz, Syunik Marz, and Tavush Marz. 

Some studies show that the incidence of diseases is associated in many cases with the lack of a well-defined public health infrastructure that ensures control of the factors that cause cancer, as well as the lack of basic primary health care prevention and screening services for the majority of the population. Thus, the rates of morbidity and mortality can be significantly reduced through early diagnosis and various preventive measures implemented in primary care settings. 

The Project covers the following activities:

  • Expanding the noncommunicable disease programme to prevent breast cancer among the group of women aged 50-69 in the specified regions of Armenia;
  • Building the institutional capacity of the primary health care in the area of breast cancer diagnosis, including the acquisition of a mobile mammography unit for breast cancer screening, its maintenance, and training of specialists;
  • Introducing a new model of continuing education for primary health care specialists by developing and implementing a dedicated online education programme for them, as well as a certification programme for family doctors; and
  • Performing preventive examinations. 

In its meeting held on 2 August, the Government approved the draft Decree of the President of the Republic of Armenia on the grant of US $1 million to be provided from the EFSD resources to support the project “Improving Prevention and Control of Noncommunicable Diseases in Primary Health Care”.

The Eurasian Fund for Stabilization and Development (EFSD) was formed on 9 June 2009 by the governments of the same six countries. Its charter capital is US $8.513 billion. The EFSD assists its member countries in overcoming the consequences of the global financial crisis, ensuring their economic and financial stability, and fostering integration in the region. The EFSD member countries signed the Fund Management Agreement with the EDB, giving it the function of the EFSD Resources Manager.
