Second Phase of Mercury Logistics: EDB to Support Expansion of Largest Warehouse Hub in Almaty Region

Almaty, July 17, 2026. — The Eurasian Development Bank (EDB) and Mercury Properties (the management company of MP Solutions LLP) have signed a Memorandum of Cooperation to implement the second phase of construction of the Mercury Logistics warehouse hub in the village of Kokozek, Almaty Region. The document was signed by Sergey Paseko, Executive Director — Deputy Head of the Project Block at the EDB, and Nurmat Suyerkulov, General Director of MP Solutions LLP.

The Memorandum formalizes the parties' intentions to jointly explore mechanisms for financing and implementing the project.

About the Project

The first phase of the Mercury Logistics hub was commissioned in December 2025. The second phase provides for further infrastructure development: expansion of warehouse and terminal capacity, construction of modern Class "A" warehouse complexes, creation of container yards, and development of associated engineering and transport infrastructure.

The total warehouse area of the Logistics Hub will exceed 160,000 sq. m. Investment in the first phase amounted to 20 billion tenge, with total investment expected to reach 70 billion tenge by 2031.

A key feature of the hub will be the introduction of 3PL/4PL logistics technologies (full-cycle supply chain management) and automated warehouse management systems (WMS).

The signing took place as part of the implementation of the EDB's mega-project "Eurasian Agri-Products Distribution System" (EADS) — a large-scale Bank initiative to create modern logistics infrastructure in member states. The Mercury Logistics hub will be one of the first major projects implemented under EADS in Kazakhstan.
