Construction of Hydropower Plants in Kyrgyzstan: EDB and ORTA ASYA Investment Holding Join Forces

18 September 2025

Almaty, September 18, 2025

The Eurasian Development Bank (EDB) and ORTA ASYA Investment Holding have announced the launch of a strategic partnership to jointly implement large-scale hydropower projects in Kyrgyzstan.

The parties have agreed to cooperate on the developing of feasibility study for the Suusamyr-Kokomeren HPP cascade project, which is being financed by the Eurasian Development Bank, and have signed the corresponding agreement.

The construction projects of the Suusamyr-Kokomeren HPP cascade and the Kazarman HPP cascade are being implemented by ORTA ASYA Investment Holding under an investment agreement signed with the Ministry of Energy of Kyrgyzstan. These projects hold key strategic, economic, and social importance not only for Kyrgyzstan but for the entire Central Asian region.

The total investment in these projects exceeds $6 billion. The construction of the new hydropower plants is expected to increase the installed capacity of Kyrgyzstan’s energy system by more than 50%, meeting the growing domestic demand for electricity and creating opportunities for expanding electricity exports.

The EDB has become one of the earliest first international financial institution to support ORTA ASYA Investment Holding's ambitious energy initiatives in Kyrgyzstan. The Suusamyr-Kokomeren HPP cascade project is part of the EDB’s flagship investment initiative — the “Central Asian Water and Energy Complex.”

Additional information on the effective regulation and development of the water and energy complex in Central Asia — including an analysis of the current state of Kyrgyzstan’s water-energy sector and the potential impacts of hydropower plant construction — can be found in the EDB’s analytical report “Regulation of the Central Asian Water and Energy Complex.”
