EDB delegation takes part in the international Development Conference in Bishkek
Almaty, 11 July 2013. A two-day High-Level Development Conference closed in Bishkek on Thursday, in the Ala-Archa State Residence. Eurasian Development Bank’s (EDB) delegation headed by Sergey Shatalov, Deputy Chairman of the Management Board, took part in the event.
The conference brought together Kyrgyzstan’s top management, including Prime Minister Zhantoro Satybaldiyev who opened the forum and heads of the country’s key ministries.
Many international institutions, including the World Bank (WB), the International Monetary Fund (IMF), the Asian Development Bank (ADB), the Islamic Development Bank (IsDB) and the European Bank for Reconstruction and Development (EBRD), took part in the conference along with representatives from the donor countries, including Russia.
The conference has reviewed progress in implementing resolutions that had been passed at the first High-Level Donors Meeting, which took place in July 2010 in Bishkek. That time the most important issue on the agenda was the provision of aid to Kyrgyzstan from donor countries and international financial institutions in order to help it overcome the consequences of the 2010 events. The current forum has noted significant progress in Kyrgyzstan’s economic recovery and emphasised the effectiveness of the donor aid provided to the country.
This time the conference focused on the issue of making a shift from recovery to sustainable socioeconomic development. The plenary session reviewed the country’s 2017 National Sustainable Development Strategy, which was approved last year. The participants highlighted the document’s advantages and possible risks. The next day the conference worked in the form of sessions, which discussed how socioeconomic development measures could be implemented in practice in different areas.
The participants signed a joint declaration to confirm international development partners’ support for the Kyrgyz government in its efforts to strengthen state governance institutes, improve the effectiveness of the public sector, fight corruption and deepen economic reform.
During the forum the EDB delegation had consultations with Joomart Otorbayev, First Vice Prime Minister of Kyrgyzstan; Olga Lavrova, Minister of Finance; Temir Sariyev, Minister of Economy; Kalybek Sultanov, Minister of Transport and Communications; Kanat Sadykov, Minister of Education and Science; and Osmonbek Artykbaeyv, Minister of Energy and Industry. The parties discussed the preparation of investment projects for the EurAsEC Anti-Crisis Fund (ACF) and its possible participation in the recovery of the Toktogul HPP.
In addition, the Bank’s delegation had meetings with representatives from the IMF, WB, ADB, EBRD and IsDB to negotiate the issues of coordination and discuss joint projects.

ACF’s objectives are to assist the member countries in overcoming the consequences of global financial crisis, to ensure their economic and financial stability, and to foster integration in the region. The ACF member countries signed the Management Agreement with Eurasian Development Bank, giving it the role of the ACF Resources Manager.
