EDB’s Council elects Chairman of its Management Board

Moscow, 6 February 2015. A scheduled meeting of the Council of Eurasian Development Bank (EDB) took place in Moscow. The range of its participants included: from the Republic of Armenia — Deputy Minister of Energy and Natural Resources of the Republic of Armenia Iosif Isayan; from the Republic of Belarus — Minister of Finance Vladimir Amarin; from the Republic of Kazakhstan — Minister of Finance Bahyt Sultanov; from the Kyrgyz Republic — Minister of Finance Olga Lavrova; from the Russian Federation — Minister of Finance Anton Siluanov, Deputy Minister of Finance Dmitriy Pankin; from the Republic of Tajikistan — Minister of Finance Abdusalom Kurbonov.

The Bank’s Council has elected Dmitry Pankin Chairman of EDB’s Management Board. He will assume his office on 18 February 2015.

The Bank’s Council has also appointed Maxim Korzhov new Deputy Chairman of the Bank’s Management Board.

The Bank’s Council has approved 2014 Annual Report of the Management Board and the Bank’s reports on its aggregate income and financial position, taking into account the auditors’ report for 2014 prepared by KPMG Audit LLP.

Dmitry V. Pankin

Dmitry Pankin was born on 6 October 1957 in Leningrad.

He holds a university degree, a PhD in economics. In 1981, he graduated from Leningrad State University named after Zhdanov with a degree in political economy.

Advanced training:

He has a good command of English and French.

In 09.1981-08.1989, he worked as a lecturer at Leningrad Agricultural Institute

In 12.1984-11.1987, he did his postgraduate studies at Leningrad State University named after Zhdanov

In 09.1989-09.1990, he was a senior lecturer at Leningrad State Institute of Theatre, Music and Cinematography named after Cherkasov

In 10.1990-12.1991, Pankin served as Director of the Economic Reform Committee of Leningrad City Council’s Executive Committee

In 12.1991-08.1992, he was Division Head at Leontyev Centre, an international centre of social and economic studies of Leningrad Mayor’s Office

In 08.1992-07.1994, Pankin served as acting Deputy Director, Deputy Chairman of the Financial Committee of the Main Financial Directorate of Leningrad City Council’s Executive Committee; Deputy Chairman of the Financial Committee of St. Petersburg Mayor’s Office

In 07.1994-12.1994, Pankin worked as Deputy Chairman of the Committee for Economy and Finance of St. Petersburg Mayor’s Office

In 12.1994-11.1999, he held the position of CEO at St. Petersburg Bank for Reconstruction and Development

In 08.1999-07.2000, Pankin worked as a Department Director at Russian electric power company RAO UES of Russia

In 08.2000-06.2003, he held the position of CEO at St. Petersburg Bank for Reconstruction and Development

In 06.2004-04.2011, he was Deputy Director, Director of the Department for International Financial Relations, Government Debt, and State Financial Assets of the Ministry of Finance of the Russian Federation, Deputy Minister of Finance of the Russian Federation

In 04.2011-09.2013, Pankin was appointed head of the Federal Financial Market Service (FFMS of Russia)

In 09.2013-02.2015, he was appointed Deputy Minister of Finance of the Russian Federation

In 2004, he was awarded a commendation of the Minister of Finance of the Russian Federation.

In 2007, he was awarded a second class medal of the Order “For Merit to the Fatherland”.

In 2009, he was awarded a commendation of the Minister of Finance of the Russian Federation.

In 2009, he was awarded a commendation of the President of the Russian Federation.

In 2011, he was awarded the Order of Friendship.

Dmitry Pankin is Class 1 Active State Advisor of the Russian Federation.

He was born in 1980.

He holds a university degree, a PhD in economics.

In 1998-2002, he graduated from Moscow State University named after Lomonosov, Department of Economics

In 2005-2011, he graduated from the Russian Academy of Civil Service, Moscow, Russia

In 2002-2003, he did a course at City University London, London, UK

In 2000-2003, he worked at Shell Gas&Power, (London, UK), Shell Kazakhstan (Hague, Netherlands), Brunswick UBS Warburg (Moscow, Russia), Kazakhmys Corporation (Zheskazgan, Kazakhstan), TengizChevroil (Atyrau, Kazakhstan).

In 2003-2007, he worked at LUKOIL Overseas, Moscow, Russia as Division Head, Business Development Department, Chief Specialist, Business Development Department, Lead Specialist, Business Development Department

In 2007-2011, Maxim Korzhov worked at Deutsche Bank, Moscow, Russia as Director, Vice President, Investment (Financial) Department. He was a member of the Management Board of DB Securities

In 2011-2015, he worked at VTB Bank OJSC, Moscow, Russia as Managing Director, Corporate Investment Department; Managing Director, VTB Capital, Corporate Block, Member of the Board of Directors, SB VTB Kazakhstan, Business Development Curator for VTB Group in the Republic of Kazakhstan
