EDB studies the important issues of the use of water resources in trans-boundary river basins in Central Asia
Almaty, 14 May 2012. The Eurasian Development Bank (EDB) has published monograph «Investment Priorities of Cooperation in Trans-boundary River Basins in Central Asia». The authors are Vladimir Yasinsky, Member of the Executive Board and Head of Research at EDB, Alexander Mironenkov, Head of Technical Assistance Division at EDB, and Tulegen Sarsembekov, Deputy Head of Technical Assistance Division at EDB. This is the Banks third large study on the use of water resources. The book analyses the pressing issues of investment support to the water management infrastructure in Central Asia and the priorities of cooperation in this area.
The joint management of water bodies and the use of the water resources of trans-boundary rivers are one of the significant challenges in Central Asia, which concerns primarily the basins of the Syrdarya, Amudarya, Shu and Talas. Regional water problems cannot be resolved separately from the national water use, food and energy strategies because this should be done with general interests of a basin taken into account.
«The increasing deficit of water in Central Asian trans-boundary river basins calls for strengthening the water management infrastructure, water saving, and the optimisation of water use in all sectors of the economy, and requires significant long-term investment,» the monograph reads. «The role of international financial institutions in this important area is growing significantly. The settlement of water relationships in Central Asian countries on the basis of the international law would promote investments in the water sector and other industries in the region and more proactive participation of financial institutions in these activities,» the authors note.
With the special role of water resources in the social and
economic development of Central Asian countries in mind, EDB, within the
framework of its Technical Assistance Fund, supports interested countries in
resolving their trans-boundary environmental problems and in environmental
protection. The Investment Priorities of Cooperation in Trans-boundary River
Basins in Central Asia book would be of practical interest to researchers and
experts and a valuable material for students. It is specifically relevant in
the context of the Water for Life international decade
