Health, education and spatial data: the EDB Fund for Digital Initiatives announces winners of its 2025 Digital Project Competition
Almaty, 2 June 2025. The Federal State University of Education, the Third Opinion Platform and the Centre for Spatial Research have been named winners of the Digital Project Competition organised by the Eurasian Development Bank’s (EDB) Fund for Digital Initiatives. The selection was made by the committee chaired by Tigran Sargsyan, Vice Chairman of the EDB Management Board and Supervisor of the Fund.
The application period for the competition ran from November 2024 to January 2025, and attracted over 80 submissions from all EDB member states – Armenia, Belarus, Kazakhstan, the Kyrgyz Republic, Russia and Tajikistan. Sixteen projects progressed to the final round. The competition entries included initiatives in geoinformation technologies, industrial cooperation, tourism, healthcare and education.
The submissions also included several projects implemented by government agencies across EDB countries. The Fund for Digital Initiatives will engage with these applicants separately.
The winners will have the opportunity to participate in the Bank’s project cycle.
The Federal State University of Education plans to implement a project that integrates digital educational tools – such as the Digital Educational Content Library – into Belarus’s educational system.
The Third Opinion Platform is developing a digital platform of the same name – an innovative competence centre for applying artificial intelligence in the training of healthcare professionals in EDB countries.
The Centre for Spatial Research aims to enhance its Geointellect digital platform – designed for geoanalysis and geomarketing for small and medium-sized businesses – by incorporating AI tools and improving its functional capabilities.
The winning projects of the EDB Fund for Digital Initiatives’ competition will be showcased at the EDB Annual Meeting, scheduled to take place in Tashkent on 2–3 October 2025.

The EDB Fund for Digital Initiatives was established in June 2020. Its objective is to assist the EDB member states in creating digital transformation tools and practices by integrating their information resources and participating in the development and financing of projects. The Fund’s flagship project is the COVID-19-Free Travel mobile app used in nine CIS countries.
