Kazakhstan to implement AI to analyse citizens’ requests with support from the EDB Fund for Digital Initiatives

Astana, 1 October 2025. The Eurasian Development Bank’s (EDB) Fund for Digital Initiatives, in collaboration with the Committee for Legal Statistics and Special Accounts at the Prosecutor General’s Office of Kazakhstan, has launched a project to implement artificial intelligence (AI) to process and analyse citizens’ requests submitted through e-Otinish, the state information system.

The financing agreement was signed on 16 September 2025. The project will run until the end of 2026.

Introduced in Kazakhstan in July 2021, the e-Otinish system has already become a key tool for enhancing transparency in state–citizen interactions. To date, it has processed more than 10 million requests, creating a unique dataset for applying AI to analyse and improve the effectiveness of government decisions.

The project will develop a software tool to:

  • automatically categorise requests into more than 2,500 categories;
  • identify potential risks and hidden trends; and
  • prepare analytical forecasts based on predictive analytics techniques.

Similar solutions have already proven effective globally and are used in several countries to improve social services, combat fraud and enhance public safety.

The EDB’s support will contribute to the digital transformation of public administration in Kazakhstan and promote international best practices in big data analytics.

The EDB Fund for Digital Initiatives was established in June 2020. Its objective is to assist the EDB member states in creating digital transformation tools and practices by integrating their information resources and participating in the development and financing of projects. The Fund’s flagship project is the COVID-19-Free Travel mobile app used in nine CIS countries.
