The EDB and Russian-Armenian University launch a PPP research and training programme

Yerevan, 27 October 2023. The Eurasian Development Bank (EDB) and Russian-Armenian University (RAU) are launching collaborative research and training programmes focusing on public-private partnerships (PPP). A relevant memorandum was signed by Denis Ilin, EDB Senior Managing Director, and Sergey Kapinos, RAU Vice-Rector for International Cooperation.

The primary areas of cooperation between RAU and the EDB will encompass PPP training programmes to equip specialists with the skills necessary to implement related projects in Armenia and research aimed at advancing the field of PPPs in the country. Over the next year, the two institutions plan to release joint analytical reviews, studies and reports addressing challenges and prospects related to the development of PPPs, including cross-border projects.

“The EDB has unique expertise in the field of PPPs in its member countries, having been involved in complex projects in Central Asia. For example, we implemented the region’s pioneering international PPP project in collaboration with our partners, including the Islamic Development Bank – the Big Almaty Ring Road. We are committed to sharing this expertise and conducted several workshops for government officials and businesses in the Kyrgyz Republic and Tajikistan. The new phase is our collaboration with RAU, which is expected to yield long-term results. The establishment of a PPP competence centre at RAU with the Bank’s support and the introduction of educational products aligned with international standards and market requirements will help us create an effective element of the PPP institutional system in Armenia, addressing the need for training specialists in this domain. And, of course, we are waiting for students to intern,” said Denis Ilin.

“RAU and the EDB will cooperate through the university’s Department of Economics and Finance, and this collaboration can become key to developing interactions with development institutions in Armenia. Given that public-private partnerships are still in the early stages of development in Armenia, our university has an important role to play in shaping this sector,” added Sergey Kapinos.
