The EDB Fund for Digital Initiatives and the International Telecommunication Union announce the signing of a joint agreement to implement the GovStack project
Moscow, 12 September 2024. The Fund for Digital Initiatives of the Eurasian Development Bank (EDB) and the United Nations International Telecommunication Union (ITU) held a working meeting to discuss potential collaboration on promoting digital development in Eurasia and the consolidation of efforts and resources to launch joint projects and programmes.
The EDB Fund for Digital Initiatives was represented by Tigran Sargsyan, Vice Chairman of the EDB Management Board, and the ITU by Natalia Mochu, ITU Regional Director for the CIS.
During the meeting, the parties officially announced the signing of a joint agreement to collaborate on the GovStack project. The agreement aims to accelerate digital transformation in public services in the Central Asia and Caucasus region. The GovStack project envisages the creation of a portal for sharing knowledge, best practices and digital public goods, including the advancement of e-government architecture and methodologies for the development and amendment of IT sector regulations. The digital projects published on the platform will be available for implementation in other countries as ready-to-use products based on open-source solutions. Each participating country will have the opportunity to share best practices from its portfolio in order to foster digitalisation in the region as a whole.
The portal will also contain recommendations and advice on reengineering business processes in the public services sector, as well as recommendations on amending or implementing regulations due to changes in technology and legislation.

The EDB Fund for Digital Initiatives was established in June 2020. Its objective is to assist the EDB member states in creating digital transformation tools and practices by integrating their information resources and participating in the development and financing of projects. The Fund’s flagship project is the COVID-19-Free Travel mobile app used in nine CIS countries.

Its areas of expertise include: regulating the radio-frequency spectrum; registering frequency allocations and geostationary satellite positions; developing recommendations on the technical and operational aspects of terrestrial and space communications, including tariffs; developing standards for ICTs and telecommunication services; and coordinating technical and financial support for developing countries in the field of telecommunications.
