The EDB, the AIFC Green Finance Centre, and the Kyzylorda Oblast Akimat intend to implement green and social projects

Nur-Sultan, 22 April 2021. The Eurasian Development Bank (EDB), the AIFC Green Finance Centre, and the Kyzylorda Oblast Akimat signed a trilateral memorandum of cooperation to implement green and social projects in Kyzylorda Oblast.

During the meeting, the region’s head Gulshara Abdykalikova noted that the agreement would be a huge support in improving the environment and implementing green and social projects in the region. “As of today, as per the President’s instructions, the Government is developing a concept of the Green Kazakhstan National Project for 2021-2025. To implement it, we need to combine the potential of science and business and establish a continuous dialogue between society and the government, as well as with international organisations. We hope that our cooperation will yield effective results,” said Gulshara Abdykalikova, Akim of Kyzylorda Oblast.

“The EDB adheres to high environmental standards and invests in projects that meet environmental criteria. Ensuring more efficient use of natural resources, environmental protection, and, more generally, sustainable socio-economic development are among the Bank’s key areas of focus. I think that our joint efforts should help to implement the green agenda and improve the energy efficiency of the economy,” noted Amangeldy Issenov, Deputy Chairman of the EDB Management Board.

At the meeting, Aidar Kazybaev, CEO of the AIFC Green Finance Centre, said that they intended to implement several projects in the region in the framework of cooperation. “Our centre is engaged in developing social projects, while also implementing other major projects. As part of today’s memorandum, we intend to increase the number of green and social projects in Kyzylorda Oblast together with the EDB, using a public-private partnership mechanism. We also intend to assist in the implementation of environmental projects in the Aral Sea region. The agricultural sector is very important to the region, which is why we pay special attention to it. We are also making efforts to develop natural energy sources,” said Aidar Kazybayev.

In mid-July 2020, the EDB purchased shares in AIFC Green Finance Centre, Ltd. (“Company”) from the Authority of the Astana International Financial Centre (AIFC). Having a stake in the equity of the Company that specialises in attracting green finance projects and introducing green finance instruments, makes it possible for the Bank, in cooperation with the AIFC, to take an active part in building up this market in Central Asia, ensures the introduction of new products, and promotes joint research, and capacity building in the area of responsible financing.
