The EDB to finance advisory services for a project to develop a 3D geographic information system in Kazakhstan

Nur-Sultan, 13 December 2021. The Eurasian Development Bank (EDB) will provide technical assistance in the preparation of an investment project to develop a three-dimensional (3D) geographic information system in Kazakhstan’s 17 cities. The Bank’s Technical Assistance Fund (TAF) will finance advisory services for the project, with KPMG Tax and Advisory as the project advisor.

The Bank’s technical assistance includes preparation of project documents using its competencies, together with a consultant, based on a public-private partnership mechanism.

A 3D geographic information system is a technology that offers a completely different approach to creating and using a super map to carry out complex planning and analysis. The system will allow functional zoning of land plots, creating a unified electronic map of land, real estate, and roads (a digital master plan of the city) in 3D and 2D formats. The 3D city model will feature realistic textures and accurate object geometry, as well as greening, road, hydrography and other infrastructure maps. One of the system’s key features is that it allows creating a unified map of the city’s utilities, which will minimise the risks of emergencies and inconsistencies among the respective services.

The geoinformation centre will display complete statistics on city facilities in 2D and 3D formats. 3D vector digital models provide accurate calculations of distances, embankment volumes, land revisions, plot boundaries, and make it possible to distinguish facilities based on their intended use.

No such geo-portals for cities exist in Kazakhstan. A 3D geographic information system has been implemented only in Nur-Sultan (the Smart City concept). In accordance with Decree 521 of the President of Kazakhstan dated 26 February 2021, as part of the task to develop smart cities as a national priority for balanced territorial development, the Smart City concept is to be deployed in other cities based on the reference standard, taking into account the experience of Nur-Sultan and other world megacities and using high-tech solutions for the efficient use and management of resources.

“The EDB TAF provides technical assistance as part of financing investment projects to help prepare them for implementation. The quality of project design and preparation is a cornerstone of this process. The expected outcome of this project for the Bank is a concluded PPP contract between a public authority and a private partner. The geographic system will improve the efficiency of urban services and create enabling conditions for the transition to smart technology, which will positively impact the cities’ daily life and the quality of life of their residents,” said Amangeldy Issenov, Vice Chairman of the EDB Management Board.

At the Digital Bridge international technological forum in October 2021, the President of Kazakhstan instructed to fully digitise the land allocation procedure and speed up the development of a unified real estate cadastre.
