The Eurasian Development Bank, BELAZ and NPK Zvesda sign a letter of intent

20 February 2018

On 20 February 2018, in Moscow, the Eurasian Development Bank (EDB), BELAZ and the Zvezda Research and Production Concern (NPK Zvezda, a joint venture of the Zvezda Public Joint-Stock Company and the Ural Diesel Engine Plant) signed a letter of intent to launch high-tech production of next-generation diesel engines. The document was executed by Andrey Beliyaninov, Chairman of the Management Board at the EDB, Piotr Parkhomchik, General Director of BELAZ, and Pavel Plavnik, General Director of NPK Zvezda.

The letter of intent is aimed at launching mass production of next-generation diesel engines with a capacity from 400 kW to 4,000 kW (M-150 and DM-185 types) to be used in BELAZ dump trucks with a payload of up to 450 tonnes. High-speed diesel engines will be manufactured at NPK Zvezda’s plants in St. Petersburg and Yekaterinburg. The EDB intends to finance the project with a loan of up to RUB 5 billion to be extended for up to seven years.

The new families of M-150 and DM-185 engines were designed by NPK Zvezda’s production enterprises to the order from the Russian Ministry of Industry and Trade as part of the National Technological Base Federal Targeted Programme. Their performance, fuel efficiency and environmental parameters surpass those of industrial diesel engines manufactured by foreign producers. They also have significant potential and their life cycle will exceed 25 years. The main features of the new series are high power-to-weight ratios, low fuel consumption, and conformance to the European emission standards. The Ural Diesel Engine Plant, one of NPK Zvezda's enterprises, has been working with BELAZ to launch production of next-generation engines since 2014.

The new engines are unique in the Eurasian Economic Union (EAEU) countries. They will help to substitute imports of diesel engines for a range of sectors, including shipbuilding, rail transport, mining and stand-alone power generation.

Pavel Plavnik, General Director of NPK Zvezda, told this would be Russia’s first mass production of state-of-the-art high-speed diesel engines with an output of some 1,000 pieces a year, for BELAZ in particular. To this end, the existing production facilities need to be enhanced with new equipment and test benches. International cooperation is expected to help optimise project costs, as some components will be manufactured in the EAEU countries. The group of companies plans to expand the range of engine models and arrange all types of validation tests to ensure their use by mining enterprises. The first engine from the new series has been already installed in a BELAZ-7531 dump truck for testing and pilot operation.

The Eurasian Development Bank (EDB) is an international financial institution founded by Russia and Kazakhstan in January 2006 with the mission to facilitate the development of market economies, sustainable economic growth, and the expansion of mutual trade and other economic ties in its member states. The EDB's charter capital totals US $7 billion. The member states of the Bank are the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, and the Republic of Tajikistan.

BELAZ OJSC is the management company of BELAZ HOLDING and the world's largest manufacturer of heavy-duty dump trucks and other heavy vehicles used in mining and construction.

The Zvezda Research and Production Concern (NPK Zvezda) is a joint venture of the Zvezda Public Joint-Stock Company and the Ural Diesel Engine Plant (a subsidiary of the Sinara-Transport Machines Holding). NPK Zvezda has production plants in St. Petersburg and Yekaterinburg. It manufactures diesel engines and generators for diesel locomotives, ships, dump trucks and small-scale power generation.
