The Eurasian Development Bank, Rusprom and Transcom to consider development of an integrated e-government system in the Kyrgyz Republic for public and municipal authorities

Bishkek, 27 March 2019. The Eurasian Development Bank (EDB), Rusprom and Transcom signed a trilateral memorandum of cooperation.

The document intends to develop partnership between the parties as well as long-term, efficient and mutually beneficial cooperation aimed at coordinating efforts to jointly implement a project that envisions the set up and development of an integrated e-government system in the Kyrgyz Republic for public and municipal authorities (“Project”) in the framework of Decree 1 On Declaring 2019 as the Year for the Development of Regions and Digitalisation of the Country passed by the President of the Kyrgyz Republic on 11 January 2019.

Under the memorandum, the EDB will take part in Rusprom’s preparations of the concept, feasibility study, calculations, business plan and cost estimates for the Project and in ensuring long-term investment, using the priorities, privileges, benefits and procedures applicable to the EDB’s investment operations.

Transcom, on its part, will ensure technical implementation of the Project.

According to the understandings reached, a successful result of the joint work under the memorandum will be the preparation of a comprehensive proposal on Project implementation, subject to the indicative terms of financing and all necessary regulatory and economic substantiations.

The document envisions that the parties will arrange mutual consultations and joint working meetings, share information, and, where necessary, form expert groups.
