The project comprises the construction of a new terminal and modernisation of the existing airport building, removal of capacity constraints, new flight destinations, increase in the number of flights, and improvements in customer service.
Almaty Airport handles up to 64% of the country’s air passenger traffic and more than 84% of its freight traffic. Its upgrade will contribute to the sustainable economic development of the international transport and logistics infrastructure.
Project objectives:
- The project will create more than 1,000 jobs and is expected to double the airport’s capacity to 14 million passengers annually (1,600 per hour).
- The airport currently serves seven freight airlines and 27 passenger airlines, averaging 177 flights per day.

Integration effect
The project is expected to contribute to mutual trade and increase the number of passengers in the Bank’s member states. The airport will serve flights to and from Russia, Tajikistan, Kazakhstan, and Kyrgyzstan. The borrower already has ground handling agreements with airlines from the Bank’s member states. Russia is the largest country in terms of the airport’s passenger throughput. In 2020, 40% of international passenger traffic was from Russia.
Contribution to the SDGs
The project is expected to contribute to a short-term increase in productivity through its US $258 million design contract and it will generate long-term gains of US $105.8 million per year on average when operational.
The project will contribute to the sustainable economic growth of Kazakhstan by enhancing transport infrastructure. It will help to resolve the region’s transport issues and respond effectively and qualitatively to the demand for aviation services. The project will create 1,150 permanent jobs and increase tax revenues by approximately US $7.2 million per year.
Alignment with investment complementarity and mobilisation principles
The syndicate of lenders includes the European Bank for Reconstruction and Development (EBRD), the International Finance Corporation (IFC), and the German Investment Corporation (DEG).
Environmental impact
The project envisages investment in energy efficiency and reducing noise pollution.The project will comply with international ESG standards Almaty Airport is strategically important to the country’s air transport industry. Before the pandemic, in 2019, Almaty Airport transported more than 64% of the country’s passenger traffic and more than 84% of its freight traffic. The new terminal will be the first airport in Central Asia to be certified under the Excellence in Design for Greater Efficiencies (EDGE) programme. In building this new terminal, TAV Airports is drawing on its international experience in applying EDGE standards for resource efficiency by using high-quality insulation materials, water-saving equipment, and advanced technology to reduce greenhouse gas emissions, noise, light, waste, and air pollution in line with the International Civil Aviation Organisation’s recommendations.

2. Preventive measures planned will help to achieve the following compared to the baseline scenario:
- a 40.27% increase in energy efficiency;
-a 46.27% increase in water conserved;
-a 35.63% increase in resource efficiency due to high-quality insulation materials;
3.The projected decrease in CO2 emissions is 3,478.6 tonnes per year.
4.The projected energy saving is 5,795.09 MWh per year.
The EDGE certificate will be certified by Green Business Certification Inc. (GBCI).
