Project description


The project is a public-private partnership under a twenty-year Concession Agreement made on 16 October 2019 between the Samara Region and Togliatti Bypass.

The EDB is financing project implementation costs. In addition, the Bank assisted the borrower in preparing the final financial model scenario, based on which, on 30 September 2022, the Government of the Samara Region and the borrower signed the financial closure of the Project.

The project promotes cross-border transport along the international Europe–Western China corridor. The Europe–Western China route is virtually the only cross-border road infrastructure project approved by the Governments of Kazakhstan and Russia.

Goals and objectives

The Togliatti Bypass project is constructing a 99.73-km toll road as part of the international Europe–Western China transport route, including a bridge over the Volga River and access roads. The new road will connect the M5 Ural highway and the Volga region and reduce the travel time between Moscow and Samara from 16 to 8 hours. Project objectives:

  • Fostering trade and economic cooperation between the Bank’s member states, cross-border freight traffic and transit through the territories of the Bank’s member states; Reducing delivery times and the cost of transport services provided by carriers;
  • Reducing delivery times and the cost of transport services provided by carriers;
  • Reducing the traffic load on the Samara Region road network and splitting traffic within the region and along the M5 Ural highway;
  • Improving the environmental situation in the Samara Region by reducing traffic and emissions;
  • Reducing the risk of emergencies at the Zhigulevskaya HPP, where the crossing of the Volga River now takes place and Creating jobs and increasing tax revenues.
