Karaganda, September 10, 2025

Construction of a new power unit has begun at Karaganda CHPP-3. The project will create additional electricity and heat supply resources for the region. The project is being implemented in strategic partnership with the Eurasian Development Bank.

The ceremonial laying of the capsule was attended by the region's Akim Ermaganbet Bulekpayev, Vice Minister of Energy of the Republic of Kazakhstan Sungat Yessimkhanov, Deputy Chairman of the Board of the Eurasian Development Bank Ruslan Dalenov, Chairman of the Supervisory Board of Kazakhstan Utility Systems LLP Dinmukhamet Idrisov and General Director of Kazakhstan Utility Systems LLP Sabyrgali Idrisov, as well as by the executives of Karaganda Energy Centre.

The project is scheduled for completion by 2028. The construction of a new boiler unit and a turbine generator will allow more than 400 new multi-storey buildings and social facilities to be heated. Thus, the city will receive an energy reserve for expansion and further development. In addition, the project will create new jobs in the region.

Vice Minister of Energy of the Republic of Kazakhstan Sungat Yessimkhanov expressed congratulations on the start of the new power unit construction on behalf of the Ministry, and noted: "Such large projects are necessary: they have a significant impact on the electric power system not only in the region, but also in the country. We are ready to support them."

"EDB has committed a $240 million long-term debt facility for the Project, with disbursement currently in progress. The expansion of Karaganda CHPP-3 is a striking example of effective partnership between the EDB, government agencies and business. Through joint efforts, we are creating a reliable foundation for energy security and sustainable development in the region," said Ruslan Dalenov, Deputy Chairman of the EDB Management Board.

The project will give a powerful boost to the region’s industrial, social and economic development. The commissioning of the power unit will provide Karaganda with an additional 140 megawatts of electricity and 180 gigacalories of heat per hour. This means stability, new opportunities for industry, confidence for business and comfort for residents. The construction will create new jobs and support the development of the local engineering. Most importantly, this project will strengthen the energy security not only of the Karaganda region, but of the entire Kazakhstan.
